I don't know if this is discussed because I don't have time (nor patience, I'm old) but here is a link to the TPM discussion regarding the time delay the administration and R congresscritters are using to argue for the bill.
Basically, TPM reported the time delay was all because of DOJ bureaucratic incompetence. I'm sorry I can't be more helpful and just add to the Wiki, but maybe one of you more energetic types can use this.
